Opportunities for education and other competence development vary between groups and geographic areas.

People’s life chances and health are influenced by the opportunities of education and training and competence development. This in turn has an impact on their choice of life style and occupation. Women and men should be given equal opportunities to choose courses of study and job positions that do not depend on tradi­tional gender preferences.

Education opportunities and competence development in the education system, in working life and the non-profit sector should be provided in the various phases of life and adapted to individual abilities and needs.

Lifelong learning contributes to increased self-esteem and aware­ness of the individual and an increased readiness to act for the individual as well as the society.
