81,5 percent of the European Unions budget is dedicated to the Cohesion Policy and is allocated for the 100 regions, with a total of 170 million inhabitants, where GDP per capita is around 75 percent of the EU average or less. The rationale is to promote growth-enhancing conditions and factors leading to real convergence in these regions, hence the first objective of the Cohesion Policy is called the Convergence objective. No Swedish region is eligible for this objective.
