The Valencia Charter
The Valencia Charter is the document that describes the driving motivation underpinning the work of ENCORE.
The Conference is ENCORE’s driving force and is intended to be a high political level summit, taking place every two years. The Conference shapes and guides the work of the network, and it always has one or more specific theme. A Declaration is presented at each Conference.
The conference arrangements and other activities are handled by the regions in close cooperation with the ENCORE Steering Group.

Since 2014, a youth Conference takes place in the run up to the Ministers' Conference.
During each Conference, a Declaration or progress Report is presented on the activities carried out since the last Conference. It takes stock of the progress made between Conferences and approves the political strategy of ENCORE.

The themes for the 2025 conference in September 23-25 in the city of Borås in the Region of Västra Götaland, will be circularity and biodiversity.
In 2023, ENCORE celebrated its 30th anniversary, and the Province of Gelderland hosted the biennial conference September 28th and September 29th in Arnhem, the Netherlands.
The Just Transition concept was central to the 2021 Conference in Tullamore, Eastern and Midland region, in The Republic of ireland, and it framed the discussions on the chosen themes.
The 2018 ENCORE Cnference was held September 20-22th in Herning, Region Midtjylland in Denmark.
